WASHINGTON – Vice President Joe Biden proclaimed success beyond expectations Thursday for the $787 billion economic stimulus, but his glowing assessment overlooks many of the programs problems, including delays in releasing money, questionable spending priorities and project picks that are under investigation.
In a speech aimed squarely at Republican criticism and public skepticism over the costly programs effectiveness, Biden said accomplishments over the past 100 days provide proof of promises kept when he and President Barack Obama began rolling out the plan earlier this year.
"The Recovery Act is doing more, faster and more efficiently and more effectively than most people expected," he said.
The stimulus program includes tax cuts, billions for Medicaid and unemployment benefits, and a massive federal investment in education, environmental projects, technology and traditional infrastructure work. The administration has struggled to make the case that the huge spending program has delivered real economic recovery at a time when the nations unemployment rate threatens to top 10 percent.
Biden, Obamas chief stimulus cheerleader, proudly pointed to more than 2,200 highway projects Thursday funded by the program, but didnt mention the growing frustration among contractors that infrastructure money is only trickling out and thus far hasnt delivered the needed boost in jobs.
"It is difficult to understand why more communities arent moving to put their stimulus funds to work while they are experiencing these kinds of job losses," Stephen E. Sandherr, head of the Associated General Contractors of America, said in a statement this week. "Coping with the red tape required by the stimulus ought to be worth it to help put neighbors and friends back to work."
The problem is with money for building projects, not roads and highways, Sandherr said.
Biden noted 192 airports targeted for improvements with stimulus money, but made no reference to the investigation launched after a federal watchdog raised concerns about how the projects were selected.
Transportation Department Inspector General Calvin Scovel said last month he will examine the Federal Aviation Administrations process for selecting programs for the $1.1 billion in grant money. His announcement came after his office discovered that the Obama administration used stimulus money to pay for 50 airport projects that didnt meet the grant criteria and approved projects at four airports with a history of mismanaging federal grants.
And Biden praised the more than 2,400 military construction projects paid for with stimulus money, but ignored the millions of dollars in savings the Defense Department lost because it hasnt competitively bid many of the jobs.
The Defense Department frequently awards no-bid work to small contractors for repairs at military bases under the stimulus, costing taxpayers millions of dollars more than when businesses compete for the work, an Associated Press analysis of 570 such contracts found.
Biden exercised some restraint in his praise for the stimulus impact. He took a more cautious approach, for example, when asked if his declaration of stimulus success means Americans can now rethink the common view that government is wasteful and inefficient.
"I think its too early to make that decision, to be very blunt about it," he said.
And Biden didnt attempt to credit the stimulus alone for signs of broad economic recovery, saying it was one of several government actions that are helping.
"Had we done just this and not done the incredibly unpopular thing of bailing out the banks, had we had done this and tried to deal with stabilizing the housing market, had we done only this we would not be where we are," he said.
But most of Bidens remarks focused on what he argued is evidence of success with the stimulus, even if his examples were questionable.
In making the case that the recovery program was not just economically sound but also good policy, Biden noted that transportation money was replacing unsafe bridges.
"It is worthwhile to take some of those 5,000 bridges out there that are ready to collapse, follow what happened in the upper Midwest, and fix them," he said.
But most states are spending stimulus money on bridges that are already in good shape, another AP analysis found. Of the 2,476 bridges scheduled to receive stimulus money so far, nearly half have passed inspections with high marks, according to federal data. Those 1,123 sound bridges received such high inspection ratings that they normally would not qualify for federal bridge money, yet they will share in more than $1.2 billion in stimulus money, the AP analysis published in July found.

2. False depictions of McCains position on stem cell research
Celling McCain Short
Any ad that features the mom of a sick child is sure to pull a few heartstrings. But this radio spot is flat wrong when it says that "John McCain has stood in the way – hes opposed stem cell research." Technically, the carefully-worded phrase is correct: McCain has opposed embryonic stem cell research. But not since 2001, when he became convinced, he says, that the potential good it could do outweighed other considerations.
And although his vice presidential candidate feels otherwise, and the Republican Party platform doesnt support his views either, McCain still opposes the Bush administrations restrictions on stem-cell research. Our conclusion: The Obama-Biden ad seriously misstates McCains position.
3. Obama: Senior Scare
In two TV ads and in speeches, Team Obama made false claims aimed at frightening seniors into fleeing from McCains camp, to wit: McCain proposes to cut $882 billion out of Medicare benefits and eligibility to help pay for his health care plan. This turkey draws in part from a newspaper story saying McCain would pay for the health plan with "major reductions to Medicare and Medicaid." The story said nothing about cutting benefits or eligibility, though, nor does it say the McCain camp has given a target number. One ad says benefits would be cut 22 percent, and there would be "higher premiums and co-pays."
These claims have a de minimis relationship with reality, if that. The Obama camp borrowed calculations from a Democratic think tank that had piled detailed assumptions and calculations on top of a flat misrepresentation of what McCains economic adviser had said in the newspaper article. He was quoted as saying Medicare benefits would not be reduced, and reductions would come through "efficiencies."
4. McCain will cut your Social Security.
Democrats arent without a classic theme of their own: "Republican Y wants to cut Social Security benefits for our seniors." John Kerry used something like that against George W. Bush in 2004. It wasnt true then and it hasnt gotten any more true in the past four years. But that hasnt stopped Obama from claiming that McCain wants to cut benefits in half.
McCain did support Bushs Social Security plan. But that plan would not have cut benefits at all. Everybody who gets a check now, or who is nearing retirement, would have remained in the current system. For younger workers who retire in the future, Bush proposed to slow the rate at which benefits grow – keeping pace with the rise of prices but not with the faster rise in wages, as is now the case. Compared with what todays retirees get, thats a smaller increase, not a reduction.
Obama also claimed that if McCain had his way, "millions" who rely on Social Security would have seen their investments disappearing in the recent stock market turmoil. He referred to "elderly women" at risk of poverty and said families would be scrambling to support "grandmothers and grandfathers." Balderdash. The Bush plan, which McCain embraced, would not have allowed anybody born before 1950 to have private accounts, so nobody retired on Social Security today could possibly be relying on private accounts for even a small portion of his or her benefit check. For younger workers, the accounts would have been voluntary anyway.
5. Obamas Energy Errors
Obama has committed his share of energy-related misleads, too. In July, we caught him saying that his plan will "fast track alternatives" to imported oil. In reality, Obamas offers a 10-year research and development fund, which doesnt sound all that "fast" to us. Obama also claimed that if Americans properly inflated their tires, we could save as much oil as offshore drilling would produce. Thats true in the very short term, but not over the long haul. And Obama, too, has distorted McCains energy claims. He accused McCain of receiving $2 million from the oil and gas industry; that figure was $700,000 too high at the time. And Obama continues to claim that McCain will give $4 billion in tax breaks to oil companies. But these tax cuts are the result of an across-the-board decrease in corporate tax rates, which would also benefit companies that provide alternative energy
6. McCain wants to stay in Iraq for 100 years.
We first caught the DNC distorting McCains remarks all the way back in February. But that didnt stop the DNC or the Obama campaign from continuing to say that McCain wanted to keep troops in Iraq for 100 years. In fact, McCain is referring to a peacetime presence in Iraq, as the full

I just want to talk about last nights debate and see who you support.
Last night was the final debate and honestly, Barack Obama won it. No questions asked. John McCain was rude and you could see him getting angry on several occasions. We need a president who is calm and does not react to situations emotionally. Just like Sarah Palin, hes a liar. He constantly puts words in Obamas mouth that Obama has never said. He misrepresents Obamas history and plans in his debates, speeches, and negative campaign ads. Im sick of ignorant people voting. All they do is listen to each candidates soundbytes and talking points and then make their decision from there. GO DO RESEARCH. That means going to non-partisan sites such as factcheck.org or the U.S. Senate voting records.
I have overheard some people say that their not voting Obama because he "doesnt like white people". Where did they get that from? In case you didnt know, Obama is HALF BLACK/HALF WHITE. And hes not a terrorist either. Im getting really sick of people calling Obama Osama, after Osama Bid Laden. I think you should take an IQ test inorder to vote because many people voting for McCain are not making an informed choice.
McCains voting record and his plans for the next four years prove that he only wants to make the rich richer. Well, what about the middle class? Theres more middle class people then there are rich people. We need to help them, not the rich because if the middle class is doing better finacially the entire economy does better. Also, people say their not voting Obama because he will raise taxes. Listen up, BOTH OF THEM ARE GOING TO RAISE TAXES. McCain is just raising taxes on the poor and middle class. Obama wants to raise taxes on the rich and I agree with him. Its not like they cant afford to pay taxes. They are rich already. We dont need another Republican running the country for the next 4 years, we need a Democrat. Barack Obama WILL make a change.
Overall, I just dont think that people should discuss politics if you dont even know what your talking about. Do the research, learn and read about what each candidate stands for, then make a decision for who you want to vote for. Dont just listen to what other people say because they are most likely as ignorant as you are.

Oh and just a little FYI, I cant vote because im not 18 yet, but i just wanted to talk about the election because a lot of people are telling me they support McCain and i just want to know why. I dont understand how people can support him i guess. My parents are Democrats and i listen to what they have to say and they never really say anything great about McCain. but i dont know...i need to hear things from different people, not just my parents.
