Please help, My neighbor neglects his dogs and they need to see a vet!..?

OK, I live in florida where it gets very hot. And he leaves his dog, who is a sweet tri colored lab/pitt mix out side in his dirty, and very smelly yard with out food and water. He has a dog house but the dog dosent know how to use it, and the only reason he has it is because animal control told him to buy one, and the dogs eye is very red and swollen, and is weeping, its been like that for months, and he has this huge bloody hole in its neck. And he just recently got this cute little puppy out of the paper for free. And she is infested with fleas, and her tounge is very white, and I think I read somewhere thats because of the fleas? She is very skinny. I have tried to help both. The lab mix I fed him secretly till at least till he was fat, and got the man to get a 75 foot runner from tree to tree for him. But I dont know what to do with the eye. I buy big dog biscuitts for my Dobie, and cure/pitt mix and I give the big doggie a couple a day and pet him. But He is extremly lonley.The puppy, I have given her a flea bath, but she has them again. Those poor dogs are ALWAYS here at my house bc i take care of them, but I try to keep them out so they wont get my dogs sick.I have taled to him alot about the dogs, but he dosent listen, he told me he didnt care, I just blew up and I told him then he shouldnt get dogs if he cant take care of them. The only reason those dogs are alive is bc of me. I went to this one place, and they sent him a letter, but he didnt care. And calling Animal Control is not really an option. I do not want them to go to have the chance of being euthanized, and bsides, I would feel really bad. I talked to my mom about this, and shes says I shouldnt, bc she knows his family and she would feel really bad taking his dogs away. I 10000% disagree, but I dont think I should call animal control anyway, I dont want to lie to her. He even has about 5 cats, and only a couple are spayed, but the dogs are intact. He dosent even take care of his children, he has a very nasty, house. he has never cut his grass, there garbage litterally all over his yard, and there is garbage and *crap* litterally, human and animal all over his house. His kids do not have a mother, and dont even sleep on mattreses. Matter of fact, they dont have any. AND DONT WORRY, THEY HAVE BEEN REPORTED LIKE A THOUSAND YEARS AGO, AND THEY CHECK IN ON HIM REGULARLY AND ARE TAKEN CARE OF ALOT BETTER. And just to let you all know, I may post this a few times. And if I do call animal control, what should I tell them? And would my mom fidn out?
Answer: This man needs to be reported to: Child Protective Services Animal Control My personal opinion is that you should report him to both as you know the situation. but... you've said you have a conflict. If he continues to abuse his dogs and cats this way, the only thing that can happen is for them to be euthanized. The longer reporting of him is avoided, the greater the risk that these animals with either die a horrible death at his home, or need to be euthanized. Your mom is foolish to feel bad about "taking his dogs away". I suspect she's afraid to have him mad at you or her. SO... here are some alternative ideas for you to consider. 1) print up copies of your question here at yahoo and mail them anonymously to Child Protective Services, Humane Society, SPCA, Animal Control, local Rescue Groups... etc. with the man's name & address 2) discuss this with a favorite teacher or school counselor, and give the teacher a printout of your note here. Maybe she can do the reporting for you or guide you.... since you don't want to disobey your mother, but you know this man needs to be reported. 3) discuss this with your minister, priest, rabbi... if you attend church.. and maybe he can do the reporting for you... since you don't want to disobey your mother but you don't think the man should be allowed to continue to mistreat both pets and children 4) print this thread and mail it to Dateline NBC along with the name and adderess of the man and ask if they can investigate as your hands are tied by your not wanting to disobey your mom. 5) print this thread and mail it to a local TV station that runs shows to expose things that are being done wrong... with his name and address but stay anonymous yourself. 6) print this and take it to your vet and discuss it with him, and ask if he can intervene as your hands are tied since you don't want to disobey your mom. It's not a kindness to the pets and children to not report as they are living in HELL! I hope you can use one of my ideas as to how to get him investigated, or maybe you'll come up with an alternative to my suggestions that you are more comfortable with. I hope you can find a way to get the man brought to the attention of the proper authorities. Just make sure whoever you pick to ask to help is someone reputable who will keep your identity secret...

Answer: Honestly, if he's mistreating and neglecting the dogs then calling animal control is your best option, and is definitely in the best interest of the dogs. While you're at it, call child protective services. This guy seems like he shouldn't have ANYTHING in his care, animals and children alike.
