Answer: The United States is not willing, politically or morally, to do the things that would "win" the insurgency in Iraq. Therefore, the insurgency will continue until we leave. What are those things that the United States is unwilling to do that would 'win" the insurgency in Iraq?
All we have to do is look back to the formula used by Saddam. We could establish the Shi'ites or Sunnis in power, our choice, and then violently repress the other through mass killings and prison. This would be morally wrong.
Or we could divide the nation into three separate nations: a Shi'ite nation in the South, a Sunni nation in the northeast and a Kurdish nation in the northwest. However, ANY Kurdish nation would be politically unacceptable to our allies in Turkey and our "friends" in Moscow.
Or, we could just outlast the insurgency. As much as I feel sympathy for the friends and family members of those lost in Iraq, from a casualty and cost perspective, the Iraqi insurgency is not expensive. Since we invaded Iraq in 2003, we have lost over 4,200 troops killed. I apologize for amount of numbers I am about to give, but they are to make a point that a mostly ahistorical generation has trouble understanding.
The men we have lost in a little over five years in Iraq is slightly more than the 4,121 troops from New York killed during the Vietnam War and is significantly less than the 5,573 California-born troops killed during the Vietnam War. For a five year period, from 1966 to 1970, the United States lost over 6,000 men EACH year, with a high figure of 16,592 men killed in action in 1968. The 1st Marine Division suffered over 6,000 killed in Vietnam. The Army's 1st Cav alone had 5,444 soldiers KIA in Vietnam. The 25th Infantry, alone, suffered over 4,500 killed in battle in Vietnam. 101st Airborne, 23rd (Americal) and the 25th Infantry divisions each suffered over 4,000 combat deaths. In February 1968, American forces suffered their worst month in Vietnam, losing 3,895 dead. The worst week was Feb. 10-17, 1968, when 543 American troops lost their life. And, the worst day in Vietnam was the opening day of the Tet offensive, Jan. 31, 1968, when 246 Americans died in action.
In Korea, we lost 14,650 American soldiers killed in 1950 and we only fought for six months of that year. On Nov. 30, 1950, 799 American soldiers died. That week, going from Nov. 26 and going through Dec. 2, saw 3,567 American troops killed in combat. And, for the month of November, 1950, 3,627 soldiers died. In 1951, 12,540 soldiers died in combat. The war stalemated in 1952 and 1953. Still, 5,774 soldiers died in 1952 and, in seven months of fighting before the ceasefire, 3,592 troops died in 1953. The Army's 2nd Infantry lost 7,094 killed in action in Korea. The Marine First Division buried 4,004 of its troops. The 7th Infantry, 1st Cavalry and 24th Infantry each lost over 3,500 killed in action in 37 months of Korean fighting. And, I won't go over World War II, World War I or the Civil War.
In 2004, 849 American troops died in Iraq. In 2005, the number was 846. As another comparison, in Florida, 946 people were murdered in 2004 and 883 were murdered in 2005. In New York, 889 people were murdered in 2004 and 874 were murdered in 2005. In California, 2,392 people were murdered in 2004 and 2,503 people were murdered in 2005.
Again, I don't want lightly dismiss any of the deaths in Iraq. And, having covered, as a newspaper reporter, a combat death from Afghanistan, I fully understand the heartbreak these families go through. But, historically, the combat losses in Iraq are not high combat losses. And, a nation the size of the United States should be able to easily sustain $120 billion a year in war costs. So, we could wait the insurgents out. And, while the military is willing to do this, we don't have the political will at home to do wait out the insurgents.
So, in answer to your first question, the Iraqi insurgents will win. Not because they are better at what they do, but because the United States is ethical and will not repress the insurgents and because the U.S. does not have the political will to do the things that will win the war militarily.
In answer to your second question, I am sure that it is very hot in hell for suicide bombers. Now, if Osama bin Laden is right, they are in heaven. But, if 95 percent of Muslim clerics are right, the suicide bombers are not martyrs for Islam, but fools carrying out bin Laden's orders to kill innocent people. And, well, Satan has plenty of room for fools.

There are 5 ranked teams in the SEC including Florida and Florida would have played all of them after DEC.2 vs. Arkansas
There are about 8-9 teams that are most likely gonna go to a bowl game depending on if Alabama goes or not. And if you look at several of the unranked teams in the SEC they have winning records they just got crushed in conference play because the SEC is a tough conference. You have to bring your A game every night or you will lose no matter what team you are. There are 8 teams with winning records and 1 at .500: The conference is so good they cancel each other out. For example georgia is not ranked but they beat Auburn who is ranked #11. Look at the records of the Bowl elgible teams!

Tennessee is #17 and their only losses came against ranked teams in the SEC. And they barely beat Kentuck (17-12) who is not ranked but happens to be in the SEC as well.
Same thing with LSU. They are ranked #5 and their only 2 losses have been both against SEC ranked teams.
Look at South Carolina who is not ranked. All their losses came against SEC teams. Other than the 18-0 loss to Georgia(who is in the SEC and is not ranked) they lossed to Auburn, Tennessee,Arkansas, and Florida(Who are all ranked) by a combined margin of 21 poitns wich is an average of about 5 points. (Less than a TD) This includes a one point loss to #4 Florida. I can go on and on and give you examples of how tough this conference is. You can tell that they acknowledge how tough it is because they have LSU #5 and they have two losses.(To ranked SEC teams) They just are not taking that into consideration with florida because they want to see USC back for the 4th str8 time. Lets Examine USC schedule since people think Florida has not played anybody! Lets see how much more brutal USC's schedule is that Florida if at all.

I am not saying they are not good their record is 6-3 in conference and 8-4 overall but the point is that they were never ranked this entire season. Cant say its timing because Florida lost the week before USC did. Now take a look at the PAC 10 (every team)

Even the bottom teams in the SEC are competitive. In fact had not been for the hard ass conference they play in probably all of them would go bowling.
Lets look at Non-Coneference games because I know thats the excuse people are going to use for USC

at Arkansas (8)
Nebraska (19)
Notre Dame (6)
They beat the hell out of Arkansas the very 1st game 50-14. I give them that but lets be honest nobody knew anything about arkansas including arkansas.(If that game were played several weeks into the season it would have been different)
They beat Nebraska which is good opponent,and they are ranked 19th. And they are playing in the Big 12 championship(Due to the big 12 being entirely weak this year)
They beat Notre Dame which they get mad points for that but Notre Dame cant really count as a out of conference game because they are out of conference for everybody. But the fact is they beat them convincingly.
So all and all I will give USC that argument there non-conference games were tougher, but you know why because their conference is terrible. If you play in the SEC and you also play a brutal non-conference schedule you wont make it period. That is to tough. But even in saying that the non-conference games that Florida did play were not just give me's. Florida State is never a gimme for anybody no matter what type of season they are having. And Southern Miss is in 1st Place in C-USA East and Second overall. Now West Carolina thats a gimme game I will admit. UCF although sometimes competetive gimme game I give you that. I mean to be honest USC had a gimme game in conference against Stanford 42-0. And the Sec has a champion ship game the Pac 10 does not! Florida should play in the National title game pass USC and Michigan if they beat Arkansas. If they lose which their is a good chance because Arkansas is another one of those SEC teams then USC schould play. Actually we should be in front of Michigan but thats just my opinion I can understand how Michigan would be in front of Florida. But I dont understand how they can be behind USC but in front of Florida. They should either be in front of us both are behind us both! Im done
