Whats the best part of Detroit for a single mom to relocate to?
Im probably moving there next year and would like to know where to look in regards to homes, schools, etc. Were on a budget.
Answer: Find where you are going to work and draw a five mile circle around it. Look there. If that five mile circle is inside the City, look at the nearest suburb. In Michigan we grade each school with what is called a MEAP score. It is a score based on what the children in a specific school are learing. Bad MEAP scores mean bad schools. Period.
By and large the schools in Detroit cannot provide your children with a positive learning experience. Except for a few select schools, the Detroit School System is broken, and will not be fixed by the time you get here.
The city has higher taxes, poorer services and higher crime rates than surrounding areas.
Yahoo has a nice service that you can type in the zip code and get a pretty good look at a zip code breakdown of housing stock, crime rates, school systems etc.
good luck

how to tell if my cat is dead?
my cat got sick last night i have fallen under hard times like alot of people i dont have the money for the vet i have called every vet in my phone book and they wont give any advice or see my cat without the money first i dont even have enough money to put her down she started throwing up and cant walk she stumbles like she is dizzy it breaks my heart to watch it
Answer: She definitely does need to see a vet ASAP, I know about money problems, too - while awaiting my permanent disability (which I JUST got approved for), I've been selling everything to keep my cats in good health, high quality food, water, medicines (well, I stocked up on their medicines when I got my tax return).
Because you are the owner of this cat, you are responsible for it's well being and health, among other things, but it is truly your responsiblity to get help for your beloved cat. Sell your engagement ring if you have to. Just so you're aware, it is illegal according to the HSUS (Humane Society of the United States) and punishable by law to refrain from caring for your cat under their Federal laws.
I know it sounds bad, and I know how it is not to have money, but you HAVE to do what you have to do to fully care for your cat. If you are working, go to CareCredit.com and choose in the drop-down list on the right side "Veterinarian" and follow instructions from there. You can get immediate credit (immediate) and they do not even charge interest for quite a few months, so you have time to pay it back. Try to get as much as you can - you can always give back the unused amount, but just in case it's a serious condition.
You know if your cat is not breathing by putting your cheek right up against his nose (not touching it, just feeling for air).
If your cat ends up not breathing, here is the way to do CPR on a cat (I'm Red-Cross Certified to know this information):
CPR: (when breathing stops - put cheek next to nose to be sure there is no breath before starting CPR)
One Rescuer: 1 breath, 5 compressions
Two Rescuers: 1 breath, then 3 compressions
Cover and seal cat's mouth and nose with your mouth, and gently exhale until you see the chest rise; give about 4-5 breaths rapidly, then check to see if the cat is breathing on his own, not open-mouthed. Give about 20-30 breaths per minute.
COMPRESSIONS:
Position:
- With cat's chest facing you, place one hand over and the other hand under his ribs, just behind the front legs.
- Squeeze your hands together
- Compress the chest about 1/2 to 1 inch (about 25-30 percent of his chest width) each time
Compression Rate:
- Perform 120-150 chest compressions per minute, or as fast as you can
- Perform this cycle of rescue breathing and chest compressions (CPR) (checking for breathing every 2-3 minutes)
- If no pulse, continue CPR until the cat has a strong heartbeat and pulse, until you reach the emergency vet or until 20 minutes has passed and your efforts have not been successful.
Stand up and do what's right for your cat, no matter what it takes. This is the responsibility you took on as a cat owner. Sell something quick, but first try CareCredit.com. Do this immediately, please - it sounds like your cat is very ill.
Wishing you and your cat health, and quick! :o)
ADD: As well, after reading some of the other answers, I would hope that they may learn compassion, understanding (they could be on the streets at the drop of a hat) and I'm sorry you had to be acused as being an abuser - I feel your sadness and understand.
I am in the same boat EXCEPT that I knew that I had to sell my stuff (Tiffany lamps, super expensive bookshelves, diamond ring, diamond and sapphire ring, gold chain that my fiance that died in 1987 from cancer gave me - and more, so that I could keep my cats in the comfort and love that they are accustomed to.
I would hope you will or have already contacted CareCredit.com.
If it doesn't work, since your cat is so very ill per your question, and if you can't get a loan today, I would highly suggest dropping your cat off at the vet - just drop him off so he can be treated immediately. Run into the vets with your cat and say you have an emergency - while they are treating your cat, you will fill out paperwork - take your time doing that until your cat is well and they've brought him out. Put on the paperwork that you need payment plans. if they say "we don't do that" - well, it's too late and they've already treated your cat.
I would do ANYthing to save/help my cats (except sleep with someone!)
Honestly, get your cat to the vet, please, please, please.
This would be a totally unnecessary euthanasia if it's something that can be treated. May have eaten something poisonous, or have blockage - things that can be taken care of. Maybe something very small.
Please, Vet . . . now.

Income tax rates just one piece of Obama proposal - NBC Politics
In the debate over how to avoid going over the “fiscal cliff” of tax increases and spending cuts, much rhetoric has focused on what President Barack Obama is proposing to do on income tax rates, but that's just a part of the overall revenue total the president … ... was $1.1 trillion. So the ten-year total of revenue gained from raising income tax rates on higher-income people -- $430 billion -- wouldn't eliminate one year's deficit, much less the deficits for the next ten years.
Wish for my fiance to adopt, however?
Let me just start with, I have posted this same post a few times in different areas. I want as much help as I can get and I dont know where to post this at...
My daughter is 13 months old. Her father and I had settled child support in September, officially. Well, the first few months of her life, he brought about $300 total until May, then I hadnt received anything. He had brought a lot of formula at one point, and I counted that as CS, even though, legally it wasnt a matter. I was talking to my dad, and he finally broke down and told me that HE gave HIM those cans of formula so that she will be taken care of at HIS house. Of course, he brought them to me acting like he got them. My dad didnt want me to know.. He isnt able to work, and what he gets on disability, goes straight to child support and bills. In fact, I help him with food now, that I am well off. It just bothered me that he went to my father for money.
My dad kept telling me that formula and clothes doesnt count as child support, now I know why he was so persistent on telling me so...
Well, since September, I have received One check. (He only is due to pay $206, I know its not that hard to come up with, he does work)
I had called the child support office where he sends the money to, and just asked if hes sent something, because I know that the state can have a mix up, its happened to my father.
The woman who I had talked to who deals with him, sounded disgusted when I had asked. (disgusted by him, which Im sure she deals with a lot of this) She said that she sent him a letter a few days ago stating that if he doesnt pay anything in 10 days its going to court. (We had talked 2 days ago, so Im assuming its been almost 10 days, considering she told me she would reach me if anything came around.
He wants to see her, I let him see her, when he wants to see her. For the first 9 months of her life, hes seen her less than 20 times. Im actually trying to figure out if hes wanting to see her more because shes "fun" or the holidays, since I wouldnt let him get her for her birthday or Thanksgiving, considering he wasnt trying to see her.
If I go on him for back child support, he owes about $2000 or something, I was told.
My point is, I honestly, I want him to sign his rights over. My fiance wants to adopt her. Afterall, she calls my fiance daddy. He is the only one who provides for her..
I was told that the judge would look down on the fact that he didnt pay anything before child support was settled. My father knows her dad, and he knows my fiance, he wants my fiance to adopt her. (Basically, through hell or high water my fiance makes sure that our family is provided for. He makes $9 an hour, and we have 3 children living in our home, not to mention, he pays child support for his youngest son.) -Im not working, because its cheaper than daycare cost, plus I can teach them myself. (Ages 1, 3,4) And Im pregnant with our last child.
Whats the chance that hell get in trouble, at this rate. I really want him to sign his rights over, if hes going to be like this. Dont get me wrong, if hes going to be there for her after Christmas, then Im not going to be thinking this. From my understanding, his father and his girlfriend say that he has been paying. So either, he lied to them, or they lied to me... As I said, he hasnt really tried to see her until after Thanksgiving, I dont know if its because shes more entertaining now, or because he wants her Christmas... Which is the only reason this is a concern, if he wants to be a father, I wont try to prevent that, so please dont take this into a misunderstanding.
But court would take place after Christmas, and if he goes back to not seeing her or trying to, whats the chance that he would sign his rights over.
I dont want to be judged on this question, frankly, I know a lot of people think its wrong of me to want this. But my fiance will always be there for her no matter what, even if he cant adopt her, or if we didnt work out, he would be there for her. Hes just that type of person, and he loves her as his own. I dont want her father to pay child support if he signs his rights over, because people keep telling me that Ill still receive it. I dont want anything, and I dont want what he owes her. She has been provided for without his help, it is helpful, and needed, but if we ever run out of diapers, when we cant afford them, she has people who want to, and can help provide for her. So, no I dont want another dime from him, unless hes going to be in her life, but Im not worried about the past amount of money that is owed. So, if he quits trying to see her so much after Christmas, (thats when Ill know if its all a show or not) How do I go about getting him to sign off his rights?
Again, no rude post, no judging me for what I want, please?
As I said previously, if he wants to be a father to her, Im not going to try to prevent that. Im asking where do I go about this, if he keeps up the way it is. And, yes, I CAN ASK him to sign off his rights, and if he DOESNT then, so be it, she will have two father figures in her life. I have no problem or stress with that. If my fiance adopted her, as I said, HE WOULD BE THERE FOR HER EVEN IF WE DIDNT WORK OUT. Thats all I want for her, so maybe that makes me a bad parent..

Answer: Some fathers unfortunately, don't realize how much a child needs child support. They're selfish, and because they don't see the expenses of diapers, of formula, and other things, that they think you don't need it, or worse.
Facts are, the (insert nasty word here) is going to jail probably for not paying child support. It will still accrue while he's there. Unfortunately, many men end up losing their jobs when in jail for child support, and the punishment isn't effective. Hopefully, the judge will order that his pay checks get garnished, and that his income tax has a lien on it. Also, every year, you need to call and make sure that they file a lien on his income tax.
The one word of true advice is though, never put him down in front of your child, even if your fiance adopts. The fact is, this man is the father, which is half of her, and while you can be honest, don't ever cuss him out in front of her, or put him down. She'll make up her own mind one day-I know my now 21 year old did. I finally got a little financially ahead when my son turned 17, and took him cross-country to meet his dad-we did a search online and found his last address, and others sent me to where he actually lived. My son actually went to stay with him for a month last year, found out what he was truly like, and came back home. It's sad, but he actually thanked me for letting him grow up without knowing what a dead-beat his dad was, so he didn't have to be embarrassed in school. We just told him, if he'd ever met him (my son) that his daddy would have loved him.

Whats it like to live in San Antonio?
Im thinnking of moving there. I would like to know all over temps in a year, tornados, rain, etc.. Also, fees for renting a 2 or 3 bedroom house. Crime rates, traffic, employment?
Thanks for all of your help !
Answer: San Antonio is a very affordable city. The rents are considerably cheaper than major cities anywhere else in the US. You asked about renting, though in San Antonio, renting is really very similar in cost for a 3 bedroom house to buying. The housing cost in the Texas area are quite reasonable, but the property taxes are higher than many states. This is, however, offset by Texas having no personal income tax.
San Antonio is one of America's fastest growing cities. The city was the 11th largest in the US in 1995, 9th largest in 2000 and was 7th largest in 2006 now having grown larger than Dallas as the second largest city in Texas. This rapid growth does have some affect on both traffic and crime. Certain areas of the city have traffic issues at high traffic periods, though this is common in any major city, and certainly no worse in San Antonio. The crime rate for the overall city is higher than the Texas and National average, but that is also common in any major city. However, there are many areas of the city where the crime rates are at or below the state and national average. Additionally, in some areas, if a careful examination of the crime statistics by the San Antonio Police Department is made, you will find the crime is mostly limited to shopliftting and crimes against business and property, in those areas personal crime (ie. rape or murder) is minimal.
Good sources of information about an area of town are:
www.homefair.com or www.city-data.com and look at the city reports by the zipcode you are considering living in. Homefair will break down the types of crime into personal/property and further break it down if you examine closely.
As far as weather, if you don't like the weather in San Antonio, wait a few minutes...
Actually, in general, the weather in the area is usually very temperate. The average low in January is 39, the high usually being in the 60s, the average high in July is 94-95 with lows in the 70s. The Spring and Fall months are usually days in the 80s and nights in the 60s. This is why we have Sea World, and other tourism sites in the metropolitan area. There have been very few tornados in the city in the history of San Antonio, due to it's geographical setting. The city is far enough from the coast to avoid the worst effects of hurricanes but you can be on the beach in 2 1/2 hours. The rainfall amounts vary significantly by year and season. Last spring and this past summer was an exceedin ly wet year, and a few years ago we had water rationing. When we do get rain, however, it will frequently cause, flooding of the low areas. This does not normally affect any housing in the city, but is more significantly an affect on driving, as many roads run through low water crossings. If you do decide to move to the area (which I highly encourage you to do) never drive through water standing or running across a road (many lives have been lost in this area that way). Some people will complain that the area is hot. It is significantly cooler than most of the southern US, and only an average of 7 degrees hotter in the summer than Denver. Most of this past summer we were cooler everyday than New York.
As far as entertainment, there are numerous plays and concerts touring and local in the city. There are many clubs and just north of the city in the Hill Country you will find some intersting Dance Halls where many country-western music greats got their starts (like Willie Nelson and George Strait)
The city has a multitude of great restaurants, and world class shopping available. In the hill country you will find lakes and rivers which provide availability for boating, skiing, rafting, canoeing, and tubing. Also the area is home to one of the US' finest wine regions.
The best part about San Antonio, in many peoples opinion, is that while growing into a major city, it has retained a lot of small town charm, and has a unique identity. The special fiesta flavor provided by the Tex-Mex blend of the cty makes the area a special place to live or visit. As the city is growing rapidly, there are a lot of employment opportunities in several segments. The South Texas Medical Center, USAA, the San Antonio Military Complex, the tourism industries, many tech and banking companies, significant real estate development and construction, and Toyota are all major employers.
Hope you decide to move to SATX.
(I will at this point make the obligatory comment about the 4 time NBA Champion San Antonio Spurs, which most of us in San Antonio love, are another reason to move to the city. This is comment is made inorder to comply with all SA responses to why should I move to SA questions).
Welcome to San Antonio!!

If or when The Pound £ Sterling dies, which currency should the UK adopt?
It appears the UK was helping the US by not joining the Euro since with an economy the size of the UKs in the EuroZone, the Euro might have become a preferred currency of reserve for many nations. As it is, the UK and the pound sterling looks vulnerable since, by not joining the Euro, that currency looks vulnerable and the pound sterling could quite easily be rubbed out by international traders.
I understand all the arguments for keeping control of our currency but I think the Lib Dems were right to argue for the UK to join the Euro a long time ago from a position of strength rather than have to adopt another currency from a position of weakness later on. The Lib Dems have a track record for knowing where the UK economy is headed far in advance of whoever has been in power or opposition. I think the pound will be dead within our lifetimeand for the last few years, respected investors have been getting out of the pound. This article from Business Week January 2009 illustrates the problem. If the UK is broke, it has no money to prop up the pound or, would have to borrow heavily to do that. The people who would lend the UK money to prop up the pound may make more money hedging against it. The UK is no longer big enough and powerful enough to give the markets and banks a kicking.
"I Didnt Do It". Thanks for the detailed reply. My MAIN worry about the EuroZone is if the whole show is being run by people too stupid to see Greece has been feeding them idiotic figures, is it something we want to be a part of? I can see points for and against the Euro but if the great economic minds at the top of the EU cant see the Greeks coming a mile off, whats the point?
Answer: A currency does not just 'die'. After all, a currency is just a measuring unit to measure the relative value of goods and services. Its value against other currencies is determined in the foreign exchange markets by supply and demand. It performs an important function as an adjustment mechanism to bring the economy into an equilibrium. In the current situation the UK should be grateful to have its own currency. If it had joined the Euro it would in fact have given up its monetary policy autonomy. And that would be bad!
Take Greece as an example: Greece has to reduce the budget deficit from 13% of GDP to 3% of GDP. Being part of the Euro, Greece has no longer discretion over its monetary policy and is going to face a huge challenge. According to some estimates it will require a reduction of the general wages of up to 20% to implement the fiscal austerity measures. If it had still its own currency, it could depreciate the foreign exchange rate, thereby reducing the interest rates and boost the exports, which would dramatically reduce the cost of the fiscal austerity. Having no longer its own currency and being part of the Euro, Greece will have to take the full shock of the fiscal adjustment costs.
What a lot of politicians and some economist still do not appreciate enough, is the fact that Europe is not in a currency crisis but in a debt crisis. And an autonomous currency like the Pound Sterling could help dealing with the debt problem.
For Britian, this is how it should work: The government debt in Britain is about 68% of GDP. Assume that the interest payment on the debt is about 5%; this means that the UK economy has to grow at about 3.4% per year to maintain the debt to GDP ratio at a constant level. The consensus forecast among economists is a about 4% nominal GDP growth for 2010.
The increase of the GDP will also automatically reduce the government deficit by increasing the tax revenues and reduce the unemployment payments of the government as a result of declining unemployment. The reduction in the budget deficit will allow the government to reduce the debt, everything else being equal.
However, if the government decides to reduce the debt even more it will need to increase taxes and reduce the discretionary component of government spending which will have adverse effects on the GDP growth. And this is where the monetary policy comes into play: by increasing the money supply the government can offset such depressing effects of fiscal austerity. The increase in money supply will reduce interest rates and increase the demand for investments, thus offsetting the reduction in government spending.
What's even more, the increase in money supply will also lead to a depreciation of the Pound against other currencies, making the British export industry more competitive in the international markets, thus increasing the GDP through higher exports.
In other words, Britain should (and will) keep the Pound Sterling, stay away from the Euro, and look at a depreciation of the Pound as something positive for the economy.

Whats your opinion on buying a fairly new car versus leasing a new car?
I just rented a Pontiac G6 for a company meeting and I really liked it. My current vehicle is pretty undesirable, especially compared to a new vehicle. Is it reasonable to lease a vehicle for a few years and then reassess whether to lease again or try to buy a vehicle. How much can I expect to pay monthly for a new or fairly new (2005-2007) vehicle and how much can I expect to pay monthly to lease a 2005-2007 vehicle? Lets assume that the Pontiac G6 is my first choice and that its priced around $20,000. Thanks!
Answer: Lease vs Purchase:
these two methods are completely different... a lease is based off of a residual value (average depreciation), supplied by a third party publication. The resale value of the vehicle has a huge effect on wether or not leasing is a good idea.Let me explain, When you lease a vehicle, you are actually paying for the depreciation of that vehicle, the manufacturer is giving you a garaunteed value of the vehicle so long as the requirements of the lease are met (mileage, maint etc), the usage charge is based off of a money factor, (the cost of money for the manufacturer) this is in NO WAY related to an APR.Let me give you an example; the resale value of a honda civic over three years, given the vehicle has been properly serviced and maintained and the miles are not over the limit(avg of 12,000 per year), would be higher than that of a ford focus under the same circumstances. Thus the cost of using the civic over three years is less , so your payment is less. Manufacturers like leases because it brings you back into the dealership in 3-4 years. If you are seriously considering a lease, make sure you are aware that there are NO tax breaks on leasing a vehicle, in fact, some counties will charge you a propery tax on a lease at the end of each year......it should be on avg @ 2.5%-3% of the blue book value of the car.
here are some basic numbers on a lease.....
$20,000 = @ $329 / mo required down= 1st and last payment, ttl, and security deposit totaling $2558 due at signing.
A purchase is much more simple and direct. Purchasing a newer model pre-owned vehicle with low miles is not a bad idea... because the vehicle has already taken its initial depreciation hit from the showroom floor......avg depretiation hit from initial purchase is approx 20% give or take. On your $20,000 vehicle, that would = $4000. So lets assume this:
you buy a one year old vehicle with low miles, it has taken its initial depreciation of $4,000 and you are able to purchase it for $12,900.given that your credit rating is acceptable, you finance the vehicle for an avg term of 60 months..... you put the same amount down that was required at lease signing of $2558 ,
and there you go , your monthly payment on avge is $227, and you own the car at the end of your term..... I hope this helps more than it confuses you....

Blue State Taxpayers Will Pick Up the Tab to Avert Fiscal Cliff ...
So when we say “base-broadening, rate-lowering tax reform,” here's what we're really saying: Tax reform that's paid for by cutting tax breaks for charities, homes, and state and local taxes. In a nutshell, blue staters will have to shell out more green. (That prospect ... THERE PROBABLY ARENT MORE THAN A DOZEN people who have read this years housing appropriations bill, but its eye-straining type breaks new ground in the revision of the social contract. With one obscure sentence, the Federal Government has essentially conceded defeat in its decades-long drive to make housing affordable to low-income Americans. - Jason DeParle article scores the housing bill signed by Pres Clinton in September for providing no funds to increase the number of families receiving housing subsidies at a time of falling wages and rising rents; notes that the $66 billion the Government now spends each year in tax deductions for mortgage interest and property taxes--two-thirds of it going to people earning over $75,000 a year--is four times what the Government spends for housing subsidies for the needy, including working people; says American politics are now so construed that the housing needs of low-income people get no attention while Clinton and Bob Dole are offering rival plans to eliminate capital gains taxes on the sale of expensive homes; says Governments retreat from the cause of affordable housing is especially deplorable in view of the successes achieved there in last two decades, most of it led by nonprofit groups with Government and foundation support, which could serve as national model; focuses on Charlotte, NC, area; photos (L) - Jason DeParle is a staff writer for the Magazine based in Washington. - By Jason DeParle
Why do some people believe not everybody deserves health care?
These people tend to say that unemployed people shouldnt have healthcare payed by the rest of us. As if the only way to be unemployed is because they dont want to work. What about those who have been laid off, who are in between jobs or those to whom bad circumstances befell. Unemployment rate is 5% or around that, so that means 95% of us have a job, yet not everybody who has a job has acces to healthcare or not enough coverage. Whay cant we vote a plan that works for everybody? How come we are #37 according to the World Health Org. with Costa Rica being above us and ofcourse almost all of Europe and Canada, Japan, etc.
Patrik: Healtcare is a commodity? So life is a commodity right? I guess you totally erred your profesion if you are in healthcare to make money as your principal reason. How sad is that!!

Patrick, you may be a wonderful doctor, I hope I never fall in your hands though. If you are going to question me first about my wallet and then about my symptoms. Health does equal life or quality of life at the very least. And it looks like its you who doesnt have a clue.
"The World Health Organization has carried out the first ever analysis of the world’s health systems. Using five performance indicators to measure health systems in 191 member states, it finds that France provides the best overall health care followed among major countries by Italy, Spain, Oman, Austria and Japan.
The findings are published today, 21 June, in The World Health Report 2000 – Health systems: Improving performance.
The U. S. health system spends a higher portion of its gross domestic product than any other country but ranks 37 out of 191 countries according to its performance, the report finds. The United Kingdom, which spends just six percent of gross domestic product (GDP) on health services, ranks 18th . Several small countries – San Marino, Andorra, Malta and Singapore are rated close behind second- placed Italy."

Dr Christopher Murray, Director of WHO’s Global Programme on Evidence for Health Policy. says: "Although significant progress has been achieved in past decades, virtually all countries are underutilizing the resources that are available to them. This leads to large numbers of preventable deaths and disabilities; unnecessary suffering, injustice, inequality and denial of an individual’s basic rights to health."
The impact of failures in health systems is most severe on the poor everywhere, who are driven deeper into poverty by lack of financial protection against ill- health, the report says.
"The poor are treated with less respect, given less choice of service providers and offered lower- quality amenities," says Dr Brundtland. "In trying to buy health from their own pockets, they pay and become poorer."
INDICATORS:
"WHO’s assessment system was based on five indicators: overall level of population health; health inequalities (or disparities) within the population; overall level of health system responsiveness (a combination of patient satisfaction and how well the system acts); distribution of responsiveness within the population (how well people of varying economic status find that they are served by the health system); and the distribution of the health system’s financial burden within the population (who pays the costs)."
Answer: Too many people are afraid that it will lead to higher taxes and send us down the road to socialism and eventually communism. I disagree. Almost all industrialized nations have some kind of universal health care system - it's becoming a characteristic of being a first world country.
Yes taxes will go up. But your health insurance premiums will disappear. Besides, your taxes already pay for health insurance: that for the elderly (Medicare) and that for the poor (Medicaid). You're already paying for it, why shouldn't you see some of the benefit too?
The health insurance in this country is broken. Premium costs are soaring, more and more companies are dumping their plans, and the number of uninsured is skyrocketing. Meanwhile those lucky enough to have few health problems get insurance for cheap, and those with lots of health issues are priced out of the market and get screwed. What's fair about that?
